Code Actions - The "Add copyright header" code action does not remove existing regions

We use regions in our copyright headers on our source code file and I have my Code Rush set up to apply a copyright header on save via Code Cleanup. When it replaces the existing header it is pushing the existing region down and then inserting the new copyright header instead of just overwriting the existing header.

I've attached a picture of the template configuration for my current copyright header. Is there some way I can get it to replace the existing region instead of adding a new one and clearing out the contents of the old one?
