Code Actions - Code actions are not available in XAML with Visual Studio 16.4 Preview 6

I am no longer seeing all the configured CodeActions for CodeRush in XAML (WPF). These include my often used "Convert Attribute to Nested Element" and "Convert Nested Element to Attribute" actions.This occurs in VS 2019 16.4 Preview 5 and Preview 6. It may occur in other versions. I have unset and reset every XAML CodeAction option I can more than once.

Attached are my personal and team CodeRush settings. You should find those two layers are nearly identical. I'm also providing a screencast that shows you what I see in VS.

On a related note, where might I find the CodeRush Keystroke Visualizer so my own screencasts are more informative? Thanks.

    I have reproduced this issue on the Visual Studio 2019 Preview.
    We will research this issue and notify you when we have any results.

    Regarding the CodeRush Keystroke Visualizer, I have attached a screencast that illustrates how you can use it.
