Add the capability to switch the visibility of table grid lines

We have implemented the functionality described in this ticket. It will be included in our next update(s).

Additional information:

With VCL 15.2.3, you can switch the visibility of non-printable grid lines in tables. These grid lines help end-users see cell bounds even if one or more outside borders in a table cell are hidden. To switch the visibility of table grid lines, use any of the following:
 - The new TdxRichEditControlToggleShowTableGridLines action;
 - The new Rich Edit control's Options.TableOptions.GridLines property.
