ThemeDesigner does not launch the complex preview

Starting with 19.2.3, I have been unable to run a complex preview in the theme designer. I was able to do this on the 19.2.2 preview, but whenever I try to do it with 19.2.3, I get this error in the theme designer output when I click the "Run Complex Preview" button:

I have tried uninstalling and reinstalling the theme designer but the problem still remains.

I currently have the universal subscription package and the dot net core assemblies installed.*

    Theme Designer v19.2.3 is already available for download at https://github.com/DevExpress/wpf-themedesigner-app/releases. If you already have Theme Designer installed, it will suggest upgrading if you restart it.
