The "List index out of bounds" exception occurs on pressing the Tab key to navigate between tabbed layout groups if the OptionsItem.AutoControlTabOrders property is False

Hi Paulo,

I've ran into a problem while setting the AutoControlTabOrders property to false. I get an error raised "List Index out of Bounds".

I don't have any code running with this - just the property changed.

To replicate, Compile and run the project, click on the New Group Tab and then press the TAB key. An error raises.

Still using 18.2.3 on Berlin with Windows 10.
