Scheduler - The recurrence exception rule has an incorrect value if the Central Time (UTC -06.00) time zone is used

No, you should edit the appointment when on the Week view.  Simply drag wednesday the 28th appointment up to a new time and inspect the console.  The RecurrenceException date is 20181129.
I am in Central Time Zone (US).

We have fixed the issue described in this ticket and will include the fix in our next maintenance update. To apply this solution before the official update, request a hotfix by clicking the corresponding link for product versions you require.

Note: Hotfixes may be unavailable for beta versions and updates that are about to be released.
