dxList - Touch events do not work in IE and Edge with the Surface Pro 4 device

Hi DevExtreme Support!

This is a follow up to the ticket https://www.devexpress.com/Support/Center/Question/Details/T669845/scheduler-scrolling-doesn-t-work-in-ie-and-edge-with-the-surface-device .
I have implemented a dxList with allowItemReordering: true. This does not work by touch or 2-finger touchpad scroll gesture on a Surface with the Edge Explorer.

Any help is appreciated!

        We have fixed the issue described in this ticket and will include the fix in our next maintenance update. To apply this solution before the official update, request a hotfix by clicking the corresponding link for product versions you require.
