I have DX 16.2.3 installed but toolbox items in VS 2017 RC are missing. The DevExpress menu item in VS 2017 RC main menu is missing too.

I first want to confirm that DevExpress v16.2.3 fully supports VS 2017 RC except for certain things caused by the RC's limitations.
I suggest that you first re-install DevExpress v16.2 in Repair mode. It also may be necessary to perform additional steps as explained in the How to resolve issues with Toolbox items article. If the problem persists, please provide the logs from the ToolboxAnalyzer tool and the DevExpress menu (How to collect the “DevExpress” menu diagnostic logs) for research.

According to the installation log files Visual Studio 2017 is not completely installed on your machine. This causes the above mentioned errors. I suggest you reinstall Visual Studio and repair DevExpress products installation.

Can you provide a list of mandatory components of VS 2017 for DX components instalation? I think that DX components for WinForms not needs iOS and Android components, so that a full installation of VS 2017 is not necessary.

We do not have a list of required Visual Studio components , because it fully depends on your requirements. Nevertheless, I suggest you install UWP (if you need to create Windows 10 applications), .NET desktop and Web development workloads. I believe that it will be enough to start working with our products.
