ToolTipController - A tooltip is not shown on the top of its element if there is no sufficient space at the bottom

I use a ToolTipcontroller to display tooltips.
If the appointment is on the bottom of the form and the form is on the bottom of the screen the Tooltip doesn't display (i can see flickering the shadow )

    Sample Project attached (created with devexpress template gallery)
    Insert a appointment -> then you can test it.

      We have fixed the issue described in this ticket and will include the fix in our next maintenance update. To apply this solution before the official update, request a hotfix by clicking the corresponding link for product versions you require.

      Note: Hotfixes may be unavailable for beta versions and updates that are about to be released.
