Add the ImageLayer.EnableAntialiasing property

We have implemented the functionality described in this ticket. It will be included in our next update(s).

Additional information:

By default, ImageLayer displays a map with the enabled antialiasing. This helps improve image rendering especially during map navigation (scrolling and zooming). However, because of this feature, it may be harder to see some small and narrow items because the antialiasing makes them fuzzy. To avoid this issue, starting with version 16.1.8, it will be possible to disable this functionality by setting the ImageLayer.EnableAntialiasing property to False.
