Hello Steven,
We've recently got the copy of Visual Studio 2013 and are still researching it. The official support for VS2013 will be certainly added when VS2013 is released.
UPDATE:
The latest version v13.1.4 can be installed into Visual Studio 2013 Preview. However, you won't see the DevExpress menu and DevExpress project item templates except for the DevExpress v13.1 Template Gallery template. The design view of the generated application does not work yet. The great news is that we have fixed several issues in the next upcoming minor update v13.1.5. In addition, once we added support for VS2013, we also fixed some stability issues related to changes in the new IDE. There are several issues left, and the team is busy working on them related to specific platform wizards, assistants and smart tags. I'm afraid that I cannot provide more information on the subject at the moment.

      Hello Guys,
I've added a few additional notes to my answer.

After installing DevExpress 13.1.8 to VS 2013, I got the same problem. Here is a simple solution to fix the problem.
        Copy "C:\Program Files\Microsoft Visual Studio 11.0\Common7\IDE\Extensions\DevExpress.Web.v13.1" to
        "C:\Program Files\Microsoft Visual Studio 12.0\Common7\IDE\Extensions\DevExpress.Web.v13.1".
