Add a new property to disable column hiding by dragging

like described in Q104284, the user can drop (and lost) all colums on the grid when the column chooser is not active and he drops a column header below the column header. this can be prevented by handling the GridView.DragObjectOver event - but should be a property
Proposed Solution:
add a property to disable dropping of header cell below the column header
