cxRichEdit - Add the capability to zoom an editor's content

We have implemented the functionality described in this ticket. It will be included in our next update(s).

Additional information:

With VCL 13.1, you can zoom a rich editor's content using the new Properties.ZoomFactor property. The property value ranges from 1/64 to 64 (from 1/64 to 6400 percent). This feature is supported by the rich editor version 4.1 or later (the editor's RichVersion property returns 410).
