Here I attach the simplest sample I could make. It has TcxDBTreeList with two bands (no columns to simplify). When I switch form view using Alt+F12, the band order changes (every time I press ALT+F12 twice). Delphi XE2 Update 3, Windows 7 64bit SP1.

I have checked your example on Delphi XE2 Update 3, Windows 7 64bit and it works as expected with this fix. I also tested it with a daily build of our controls and the result is the same - bands are not changed. Perhaps, design time packages are not compiled on your side for some reason. We are going to release a new VCL 12.2.3 soon and I kindly ask you to wait for it. I believe this bug will not be present in this version.
