Deployment - The DevExpress.XtraRichEdit assembly is always required (even if the report doesn't contain an XRRichText control)

I have a XtraReport that I created and I am getting the error:
Could not load file or assembly 'DevExpress.XtraRichEdit.v8.3, Version=8.3.3.0, Culture=neutral, PublicKeyToken=b88d1754d700e49a' or one of its dependencies. The system cannot find the file specified.
I have verified that I am not using the XRichEdit control in my report so according to the KB, the assembly DevExpress.XtraRichEdit is not required. Is there something that I am missing? This wasn't an issue in 8.3.2.
