In MainDemo sample -> Model.xafml -> Application -> Views -> Department_ListView, the MasterDetailMode is set to ListViewAndDetailView and DetailViewID to Department_DetailView. Ok! Very nice feature! The default layout of panels (Master/Detail) is "side by side" vertically
Is is possible to change this layout? For example: Arrange them horizontally, put Master on the right side, or on bottom…

Yes, it is ok for me. Perhaps, in future release, XAF could allow us put the Master View on the right side and/or at the botton.
But, for now, it's ok!

Ok. I am glad to hear that the variant with bottom placement suits your needs.
We have no plans to implement the capability to place the Master list view on the right side, but you can add a new suggestion in this regard and we will consider implementing it in the future.
