We have fixed the issue described in this ticket and will include the fix in our next maintenance update. To apply this solution before the official update, request a hotfix by clicking the corresponding link for product versions you require.
Note: Hotfixes may be unavailable for beta versions and updates that are about to be released.
The hotfix for v2011 2.9 consists of a .pas source file. How on earth am I supposed to use this to solve an installation error?

I am afraid that it is impossible to use this fix to correct the installer. A hotfix is published because someone has requested it. So, the only way to install the outdated v2011 vol 2.8 is to avoid installing skins. This issue seems to be caused by Windows update that was released after we published v2011 vol 2.8.

Please accept my apologies for this inconvenience. You are right, this fix was published erroneously, and I have removed it. Code changes will be included in new versions of the installer (e.g., in VCL 12.2.5 that we are going to release this week).

One more thing: what if I uninstall the windows update fix? Do we know which windows update caused the problem?

I am afraid that it is difficult to say which Windows update is causing this problem. It seems that it was released on January 2013 as we have not received any complain about the GDI+ error in the installer earlier than Jan 17, 2013. I understand your point of view and see that the update rollback is just a temporary solution to this problem. We are going to release the last minor build for v2011 vol 2 next week to fix the GDI+ problem in the installer.
