OnLoad event is raised too early

The symptom is identical as issue B95659.
Although it is claimed in the issue that the bug has been fixed in version 8.2.2; 8.1.7.
however we still have this problem in Ver. 8.3.2.0.
Hint:
One thing I can observe is that the OnLoad event is raised only when the last member of a Group being EndInit().
