Section 508 Compliance - Allow Narrator to read toolbars and menus

My customer requested 508 compliant for my software (used expressBar). But I found:
When I use Narrator (windows accessories->accessibility), it cannot read menu's captions or subitems in each menu which are from expressBar.
Narrator can read all other software's menus without any problem.
